PeakVolt

The second in comand of the Justice Machine, PeakVolt as a child was running through the woods from bullies, and stumbled into a puddle of some toxic waste dump. He scrambled to get out of it by grabbing a nearby fence, although he didn't know the fence was electrified. After surviving that incident, his body was changed to harness electricity.
